$133,876.60 has been transferred to Cash, Suspense Railway Construction. In the Payment Abstract for December under, Kowloon Canton Railway, Disbursements and Reimbursements appeared a debit of 8139,050.45 this has been altered to 85,173.85 and under the Head Charge on Account of Public Debt the balance £133,876.60 has been debited to Interest on Loan. In view of these facts I consider not only should the Hon. Col. Treasurer explain why he has altered the Books of Account after having rendered them for audit, but that he should give a full detailed explanation for the necessity of these alterations.

The Hon. Col. Treasurer this morning requested

me by telephone to return to him the December transfer vouchers.

This I regret I am unable to do without direct instructions from His Excellency the Governor.
